本文认为 ,目前我国民间资金难以启动的深层次原因在于 :政府缺少对民间投资发展的总体规划和政策导向 ;投资渠道狭窄 ,市场准入限制多 ;民营经济的融资渠道不畅 ;不合理的税费制约。加快民间资金向民营资本转变 ,应采取的对策主要包括 :( 1)开放投资领域 ,拓宽投资渠道 ;( 2 )营造一个公平的投资环境 ;( 3 )改善融资环境 ;( 4 )调整税收政策 ,促进民间投资 ;( 5 )改善服务环境 ,建立社会化服务体系
This paper argues that the current non-governmental funds in our country are difficult to start with the deeper reason: the government lacks the overall planning and policy guidance for private investment development; narrow investment channels, market access restrictions and more; poor private financing channels; unreasonable taxes Cost constraints. The measures to be taken to speed up the transformation of private funds into private capital mainly include: (1) opening up investment areas and broadening investment channels; (2) creating a fair investment environment; (3) improving the financing environment; (4) adjusting tax policies, Promote private investment; (5) improve the service environment and establish a socialized service system
