按照国家经贸委关于把“双基”(《国有大中型企业建立现代企业制度和加强管理的基本规范》、《世界贸易组织基本规则》)培训作为今年培训工作重中之重的要求,4月下旬,山东省经贸委举办了首期“双基”培训班,特邀清华大学教授魏杰及其它专家学者讲授当前国企改革面临的重大问题。与会专家指出,当前在国企改革中,诸如法人治理结构、企业产权制度、资本运作等深层次矛盾并未完全解决。尤其是面对中国“入世”后的机遇与挑战,企业如何站在与世界接轨的时代高度上,建立和完善现代企业制度,特别是如何重视人力资本的作用,都是一些不可回避和亟待解决的新课题。为此,我刊特将魏杰教授在培训班上的讲课内容分两期刊发,供学习参考。材料根据录音整理,未经本人审阅,标题为编者所加。
