This paper summarizes the compaction properties of cohesive soils. From the different compaction functions, the optimum soil compaction saturation S_(rop) is a constant, and the standard compaction function’s optimal water content ω_(op) is approximately equal to the plastic limit ω_p. Based on these basic concepts, the maximum dry bulk weight γdmax of clay soil is estimated by using plastic limit and optimal saturation. That is, S_(rop)=C, W_(op)=ω_p and when W_p≤17%, S_(rop)=(3ω_p+35)%ω_p>17%, S_(rop)=(0.3ω_p+80)%γdmax (Gs·S_(rop))/(Gs·ω_p+S_(rop)) discusses the method for determining the compaction standard of cohesive soils, and demonstrates the construction condition coefficient m, and proposes the recommended values. That is, for medium-low dams: m=0.95-0.97 for high dams: m=0.97-0.99
