《中国教育改革和发展纲要》中指出,中小学要“面向全体学生,全面提高学生的思想品德、文化水平、劳动技能和身体心理素质”。这就为素质教育的基本理论探讨指明了方向。而应试教育下的农村英语教学多是把传授知识作为主要目标,重成绩,轻全面发展;重基础知识的传授,轻对学生听、说、读、写语言交际能力的培养等。这些现象都有悖于语言教学规律,结果是教师把一门活生生的语言实践课上成了枯燥乏味、毫无生机的呆板课。学生学了几年英语,结果是耳听不懂,口不能言,语言运用能力差。中学教学应以提高和发展学生的科学素质为中心,这是时代的要求。
The “Outline for Education Reform and Development in China” states that primary and secondary schools should “be open to all students and improve their ideological and moral standards, their educational level, their skills and their psychological qualities.” This points out the direction of the basic theory of quality education. However, under the examination-oriented education, rural English teaching mostly focuses on imparting knowledge as a primary goal, with high grades and light overall development. It emphasizes on imparting basic knowledge and cultivating students’ ability of listening, speaking, reading and writing. These phenomena are contrary to the laws of language teaching, the result is a teacher of a living language practice has become boring, lifeless and rigid class. Students learn English for several years, the result is ear do not understand, I can not speak, poor language skills. Middle school teaching should be to improve and develop students’ scientific quality as the center, which is the requirements of the times.
