从持续发展思想的内涵出发，分析了区域可持续发展的必要和充分条件。在此基础上指出了区域可持续发展的基本对策：控制人口数量，提高人口素质，开发人力资源；建立依赖资源永续利用的国民经济体系；保护与整治环境，并选择与给定时段环境承受能力相适应的发展规模与速度；完善实现持续、稳定、协调、高效发展的管理体制。
Based on the connotation of sustainable development, the necessary and sufficient conditions for regional sustainable development are analyzed. On this basis, it points out the basic countermeasures for sustainable development in the region: controlling the population, improving population quality, developing human resources; establishing a national economy that relies on the sustainable use of resources; protecting and remediating the environment; Ability to adapt to the scale and speed of development; improve sustainable, stable, coordinated and efficient management system.
