2014年3月31日一、工作背景地质灾害防治关系人民群众生命财产安全。多年来,党中央、国务院高度重视地质灾害防治工作,在法规制度,组织机构,经费投入等诸多方面给予了有力支撑,急需建立并不断完善相关的配套办法,更好地服务于地质灾害防治工作。技术标准作为一种规范性文件,是做好地质灾害防治工程的基本条件和依据。当前,我国地灾行业标准规范建设滞后,不能满足形势与任务的要求,主要表现在以下几方面:一是国务院高度重视地
