(一)为什么要整风?我们进入西安一年多了(别的地方还不到一年)在这时候提出整顿干部作风这样一个口号。并且要按照这样一个计划来进行,究竟是为了什么?(这次整风不光是我们西北范围,而在全国各地也都进行)关于这个问题可以用三个情况来说明:(一)在人民解放战争胜利后,从我们所担负的工作任务来看,是很艰巨的,并且是有困难的。过去我们以军事战胜敌人为主。现在则是以经济建设为主,这个工作本身就给我们带来了相当的困难。(二)现在我们担负国家事务的干部,工作人员比过去多了。其中一部份是数量上占极少数的老解放区来的老干部,一部份是占相当多数的原来在国民党时代担负过工作的人员,还有一部份是新参加革命的知识分子和学生。我们的国家经济建设就要靠这些人去搞。但老干部从农村工作环境到了城市搞经济建设一般的经验较少;原来在国民党时代工作的人员,他们的旧思想作风还没有完全克服,但是要担负新的工作;革命知识分子学生刚从学校出来,他们虽有高度的热情,但一般工作的经验还比较少。两种情况一方面任务事情很繁重,另一方面我们办事情的人在思想状态,工作作风及实际经验方面都感觉有困难和缺点。这就形成我们胜利和发展中的困难之一。(三)一年以来,我们做了很多事情,比如大西北的解放这就是一件最大的事情。但在这些事情中间我们的毛病和缺点也是很多的,其中带有普遍性的最主要的问题就是我们干部工作作风问题。我们的政策是好的没有问题的,但拿到群众中去实行的时候,就发生了不少的问题,这就是因为我们作风有毛病,有时好事也把它办成了坏事,比 Why should rectification?
