2013年12月20日,三峡大学教授阚如良先生在“三峡工程与生态环境研讨会”上作了题为《三峡工程低碳效益评价》的发言。阚如良说,低碳效益评价在本质上就是评估某个项目在减少大气中二氧化碳等温室气体排放量的效益,分为增加碳汇和减少碳源两种方式。其中,碳汇是从大气中清除二氧化碳等温室气体,表现为正低碳效益;碳源是向大气中排放二氧化碳等温室气体,表现为负低碳效益。增加碳汇可以通过碳汇林等植被来吸收温室气体,采取主动方式消除大气中二氧化碳;降低碳源则主要通过低耗能、低污染、低排放来实现。可见,低碳效益是通过“低能耗、低排放、低污染、增加碳汇”这“三低一加”方式来实现的。

Reducing carbon sources is mainly achieved through low energy consumption, low pollution and low emissions. Can be seen that low-carbon benefits through “low-power, low emission, low pollution, increase carbon sinks,” “this” three low one plus "way to achieve.
