党的十八大报告指出,行政体制改革是推动上层建筑适应经济基础的必然要求。建设职能科学、结构优化、廉洁高效、人民满意的政府是中国特色社会主义行政体制改革的目标。当前我国正处于经济社会转型的关键时期,县域治理也正在经历着艰难而重要的转型。近几年来,中央高度重视县域治理改革,并采取了一系列行动,引起了各方极大关注。为深入贯彻落实十八大精神,本刊约请几位学者就县域治理改革的切入点、我国县域治理改革实践的总体特征与方向、当前省管县改革的基本态势与走向、县域环境治理中生态补偿机制的构建等问题分析了县域治理改革的实践与走向,以期推动该问题的研究。
The report of the 18th CPC National Congress pointed out that the reform of the administrative system is an inevitable requirement for the superstructure to adapt to the economic foundation. The goal of building a socialist administrative system with Chinese characteristics is to build a government with scientific functions, structural optimization, honesty and efficiency, and satisfaction of the people. At present, our country is in a critical period of economic and social transformation. County-level governance is also undergoing a difficult and important transition. In recent years, the central authorities have attached great importance to the reform of county governance and taken a series of actions that have drawn great attention from all parties. In order to thoroughly implement the spirit of the 18th CPC National Congress, this journal invites several scholars to set forth the starting point for the reform of county-level governance, the general characteristics and direction of the county-level reform in our country, the basic situation and trend of the reform in county-level management, Compensation mechanism construction and other issues analyzed the practice and trend of county governance reform with a view to promoting the study of the problem.
