在世界经济进入结构调整的大背景下,如何适时实施经济转型、调整资源密集型出口结构,是南美洲国家目前面临的严峻挑战。基础设施陈旧、投资不足、出口结构单一、外部经济环境不利等,再加上出口收入下降导致的财政收入减少、通货膨胀抬头等影响宏观经济稳定的诸多不利因素,是南美洲国家经济转型中面临的主要困难。从长期来看,南美洲国家经济转型的核心是确立和实施将资源优势和产业升级有效结合的发展战略,以实现出口结构多样化,降低经济的外部脆弱性。
