当前,建立与完善医疗保障体系已成为民生建设的重要内容。为充分发挥职工医疗互助保障工作在社会医疗保障体系中的积极作用,江阴市总工会主动争取政府资源,实现了江阴工会职工医疗互助保障与政府社保同平台联网运行,历史性突破了工会现有的工作平台,创新实现了“六同”:同享信息、同用数据、同程监控、同步结算、同票显示、同力推进。江阴市总工会的这一新举措使工会互助办法与社保政策无缝对接,较好地解决了制约工会职工医疗互助保障工作发展的瓶颈问题。发展中的职工医疗互助活动正在成为工会系统帮助职工建立抵御医疗服务与保障难题的第二道防线。这道防线是工会职能创新的体现,是在国家医疗保障体系中工会所发挥作用的创新形式,表明工会在我国医疗保障体系建构过程中能够起到查漏补缺的作用。 At present, the establishment and improvement of medical security system has become an important part of people’s livelihood. In order to give full play to the active role of workers’ medical mutual assistance work in the social medical security system, the Jiangyin Federation of Trade Unions volunteered for government resources and realized the medical support for mutual benefits of the workers and staff of the Jiangyin trade union and the network operation of the government social security with the platform. The historic breakthrough broke the existing Work platform, innovation has achieved “six with ”: sharing information, with the use of data, with the same monitoring, simultaneous settlement, the same vote, with the force to promote. This new measure of Jiangyin Federation of Trade Unions has seamlessly matched the mutual aid measures of trade unions with the social security policies and solved the bottleneck restricting the development of medical mutual assistance work for union workers. The growing medical mutual aid activities of workers and staff are becoming the second line of defense for the trade union system to help workers to create a solution to the problems of medical services and security. This line of defense is a manifestation of innovation in the functions of trade unions and an innovative form of the role played by unions in the national medical security system. It shows that trade unions can play a role in finding and supplementing vacancies in the process of constructing the medical security system in our country.
