规划破碎是中国规划体系的主要问题之一。本文探讨如何实现经规和城规的整合,并以北京“首都城市”发展战略为案例,研究主导产业的确定方法、技术路线及其空间落地的基本思路和框架。本文首先在投入产出模型分析的基础上,结合其他确定主导产业的指标,确定北京未来5~10年的主导产业,然后结合就业的行业分析,做出北京分行业的就业预测,然后区分未来就业增长中各个工业行业内的基础就业和非基础就业组分,最后分析区分未来分行业就业增长中需要规划安排的就业总量,而这是经规与城规整合的主要内容之一,也是经规空间落地的核心内容之一。
Planning fragmentation is one of the major problems in China's planning system. This article explores how to achieve the integration of economic regulation and urban planning, and takes the development strategy of Beijing Capital City as an example to study the basic methods and technical routes of leading industries and the basic ideas and frameworks for their implementation.
