党的思想建设是党的建设的基础,是党的建设的首要问题。这个问题不解决,党的一切政治任务不可能完成。这是马克思主义建党学说的一条重要原则,必须坚持。在新的历史条件下,加强党的思想建设,坚持马克思主义的思想路线,用马列主义、毛泽东思想的基本理论,用邓小平关于党的建设和坚持四项基本原则、反对资产阶级自由化的科学论述,用党的十一届三中全会以来路线、方针、政策武装全党,在建设和改革的实践中坚持和发展马克思主义关于工人阶级政党建设的基本理论,对改革开放、发展社会主义有计划的商品经济条件下党的建设面临的一系列新情况、新问题作出正确的理论说明,对于统一全党的思想和行动,对于把党建设成为领导建设有中国特色的社会主义的坚强核心,保证实现党在社会主义初级阶段的基本路线,具有十分重大的意义。
