在党中央、国务院的关怀下,在省委、省政府的直接领导下,我省退耕还林试点工程于1999年10月启动以来,各级党委、政府高度重视,广大群众积极参与,试点工作全面铺开,开局较好。以粮代赈、退耕还林是一项政策性很强的工作,需要在实践中不断探索和总结完善,经省政府同意,现就当前试点工作中的若干问题通知如下,望各地认真贯彻执行。一、退耕要坚决。退耕还林的根本目标是要减少坡耕地的水土流失,改善生态环境。因此,退耕一定要坚决彻底,还林后应立即停止对耕作层的翻动,不能再搞林粮间种,否则就达不到预定目标,影响整个退耕还林试点工作。
