后金融危机时代,世界各国政府都积极通过各种途径,结合国际应对气候变化的契机,谋求转变经济发展方式,低碳经济在这个时代背景下应运而生,成为经济发展变革的宠儿,各国在政策法规和外交争锋中,向低碳经济倾斜的态势一发不可收拾。然而,在低碳发展这个问题上,我国尚处于始发阶段,在理论研究和科技探索,以及法律法规配套政策等方面都有很大的提升空间,有待我们新一代的建设者去探索。本文在此,重点从立法层面,结合相关配套政策法规,为我国发展低碳经济提供法律支持。 In the post-financial crisis era, governments of all countries in the world actively sought to transform the mode of economic development through various channels in combination with the international response to climate change. The low-carbon economy came into being under the background of this era and became the darling of the economic development and change. In the policies, regulations and diplomatic fronts, the trend of leaning toward a low-carbon economy is out of control. However, on the issue of low-carbon development, our country is still in its infancy, and there is much room for improvement in theoretical research, scientific and technological exploration, and supporting laws and regulations, awaiting exploration by our new generation of builders. This article here, focusing on the legislative level, combined with relevant supporting policies and regulations for China’s development of low-carbon economy to provide legal support.
