针对《中共中央国务院关于进一步加强城市规划建设管理工作的若干意见》中提出的优化街区路网结构的意见,本文分析住宅小区的发展及存在的问题,结合街区制的理念以及可能会带来的交通变化,从交通角度提出应对措施。首先,建议应构建绿色交通体系;其次,在规划小区中建议树立“窄马路、密路网”的布局理念、采用单向交通组织方式、精细化处理交叉口、加强自行车和步行系统建设和规划优质公交;在已建小区逐步打开过程中,注重开放小区内道路的定位,打通交通微循环系统,以人为本精细化设计以及交通稳静化设计。
In view of the Opinions on Optimizing the Street Network Structure in the “Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Strengthening the Management of Urban Planning”, this article analyzes the development and existing problems of residential quarters, and combines the concept of block system with the possible result of Traffic changes, from the traffic point of view to put forward countermeasures. First of all, it is suggested that a green traffic system should be constructed. Secondly, it is suggested to establish a layout concept of “narrow streets and dense road networks” in the planning district. The one-way traffic organization should be adopted to refine the intersection and strengthen the construction of bicycles and walking systems And planning high-quality public transport. In the process of gradual opening up of the built-up area, we should pay attention to the orientation of the roads within the open area, open the traffic microcirculation system, people-oriented refinement design and steady traffic design.
