科技奖励是我国政府长期实行的一项基本国策,自建国以来一直得到党和政府的高度重视与关怀。中国的专利制度则是1985年《专利法》实施以后开始运转起来的,1992年修改以后其日趋成熟,但与奖励制度比较起来仍是一项年轻的制度。这两项制度对鼓励发明创造、促进我国科技进步和经济发展以及对外科学技术交流和经济贸易往来,发挥了积极而重要的作用,但二者有很大甚至本质的不同。
Science and technology award is a basic national policy implemented by our government for a long time and has always received the great attention and care from the party and the government since its founding. China's patent system started operation after the Patent Law of 1985 was introduced. After its amendment in 1992, it became more and more mature. However, compared with the system of rewards, it is still a young system. These two systems have played a positive and important role in encouraging invention and creation, promoting China's scientific and technological progress and economic development, and exchanging scientific and technological information with foreign countries and economy and trade. However, the two systems have great or even substantive differences.
