民主教育是启发引导人们当家作主的政治思想教育。少先队是我国少年儿童当家作主的群众组织。召开少先队代表大会是队组织实施民主集中制领导和管理方法的具体体现。民主教育要从小抓起,民主教育的第一课,从少代会的民主提案开始。上海少先队自1984年起就建立了少代会提案制度,对少年儿童民主意识的启蒙具有深远的意义。笔者作为一名辅龄6年的基层大队辅导员,组织过6次校级少代会。纵观学校历年的少代会
