2005年元旦前,中央召开了农村工作会议,对2005 年的农业和农村工作进行了全面的部署。此次会议提出 要全面落实科学发展观,贯彻统筹城乡发展的方略,对 农村坚持“多予、少取、放活”的方针,还提出了“工 业反哺农业、城市支持农村两个趋向”的重要论断。 按照中央的决策部署,各级政府、各行各业都应当 合理地调整资源配置格局,迈出工业反哺农业、城市支 持农村的实质性步伐,努力消除妨碍城乡协调发展的体 制性障碍。正是在这样良好的大环境下,保监会和农业 部高度重视农业和农村保险问题,充分发挥保险业经济 补偿、资金融通和社会管理功能,把解决好“三农”问 题作为行业发展的重要社会责任,努力推动在建立城乡 经济社会相互促进、良性互动的有效体制方面,运用“三 农”保险不可替代的作用,迈出新的步伐。
