亚马逊河、刚果河以及湄公河流域作为世界上生物多样性最丰富的流域,其水电站建设正处于前所未有的繁荣时期。水电站项目满足了重要的能源需求,但项目倡导者往往高估了水电站带来的经济利益而低估了其对生物多样性,尤其是对重要的渔业产生的深远影响。为了在生物多样性丰富的流域将影响降到最低,有必要进行流域范围的规划,拟定的坝址必须在维护生态系统服务和生物多样性保护的背景下进行评估。
As the world’s most biodiverse watershed, the Amazon, Congo and Mekong basins are undergoing an unprecedented period of boom in hydropower construction. Hydropower projects satisfy important energy needs, but project proponents often overestimate the economic benefits of hydropower and underestimate their far-reaching impact on biodiversity, especially important fisheries. In order to minimize impacts in biodiversity-rich basins it is necessary to plan river basins and the proposed dam sites must be evaluated in the context of conservation of ecosystem services and conservation of biological diversity.
