党的十六届三中全会确定以“五个统筹”的思想指导社会、经济的全面发展。在实践中,如何实现统筹发展?衡量的标准是能够使全体社会成员共同分享社会进步成果,实现社会公平。 在我国,谈到社会公平,人们的注意力集中在收入分配问题,这主要还是从经济公平角度出发。在当前中国面临严峻社会挑战情况下,如果以更广阔的视角,跳出经济增长第一的框子来看待公平,则其内容不仅包括对财富的分配,还包括对公有设施的接近程度,对资源的接近程度和使用程度,对自由权的发挥和使用,以及生活质量的提高等。
