2017年6月1日,美国总统特朗普宣布退出《巴黎协定》。8月4日,美国向联合国正式提交了退出意向书。美国的行为不仅对人类应对气候变化的积极努力造成了巨大打击,而且对全球气候治理及其背景下的美欧关系及中美关系产生了重要影响。国际社会在齐声谴责美国罔顾国际道义和大国担当的同时,也把领导全球气候治理的希望寄托于中国身上。这种突然变化给中国带来了严峻挑战,需要中国理性应对。
On June 1, 2017, U.S. President Trump announced his withdrawal from the Paris Agreement. On August 4, the United States officially submitted its letter of intent to the United Nations. The actions of the United States not only deal a great blow to the active efforts of mankind in coping with climate change, but also have a significant impact on the relations between the United States and Europe in the context of global climate governance and its background and Sino-U.S. Relations. While unanimously condemning the United States for not being responsible for international morality and power, the international community has pinned its hopes on global climate governance to China. This sudden change has posed a severe challenge to China and needs a rational response from China.
