出境游在国内旅游业界被称为最后一块香喷喷的“蛋糕”。以前只有少数旅行社拥有吃这块“蛋糕”的资格和权力,而大多数旅行社只有表露嘴角垂涎和目光贪婪的份儿。望着别人享用丰盛美食的滋味是一件令人非常痛苦的事情,这种日子的结束无疑是令人快意的。7月1日,《中国公民出国旅游管理办法》正式实施。7月18日,作为贯彻实施《办法》的具体体现,国家旅游局一纸公告(2002年第10号)奏响了垄断现状的结束曲。
