西部虽然有丰富的资源,但资源开发未能承担起发展当地经济的责任。中央直接管理、垄断开发和经营的体制,使地方参与资源开发的领域受到严格约束,造成利益分配关系上的问题。资源利益分配制度应充分考虑资源所在地的利益,实行资源开采权的市场化运作,是推动西部资源开发和促进当地经济发展的有效方式。
Although there are abundant resources in the west, the development of resources failed to shoulder the responsibility of developing the local economy. The direct management by the central government and the monopolistic system of development and management have severely restricted the areas where local governments are involved in the development of resources, resulting in problems in the distribution of benefits. Resources distribution system should take full account of the interests of the location of resources, the implementation of market-oriented operation of resource exploitation is an effective way to promote the development of resources in the western region and promote local economic development.
