9月14日,在四川达州市军民抗击200年不遇的特大洪灾中,宣汉县人武部政委肖昭灿不幸牺牲,用生命谱写了一曲无私奉献的壮歌。肖昭灿用热血和生命忠诚实践“三个代表”重要思想,用大爱无私的行动落实共产党人执政为民的要求,他的崇高品德为我们实践我党我军宗旨树起了一座新的丰碑。 肖昭灿同志在任宣汉县人武部政委期间,牢记党的宗旨,踏踏实实干事业,满腔热情关心人民疾苦,全心全意带领人民群众脱贫致富,受到人民群众的真心爱戴。肖昭灿牺牲后,宣汉县委、县政府,达州市委、市政府、军分区分别作出了向肖昭灿同志学习的决定,四川省军区决定追认他为革命烈士,并报请军区为他记功。当前,全党、全军正认真学习贯彻党的十六届四中全会和军委指示精神,本刊11期起刊发肖昭灿的事迹,既告慰烈士英灵,也为我们各级学习提供范本。沙漠中有一种树。活着,汲取最少的水,奉献最多的绿。死了,一千年不倒,一千年不朽。 --题记

Xiao Zhaoshou, with his blood and life loyalty, has practiced the important thinking of the ’Three Represents,’ implemented the Communists’ demand that the communists take power for the people by acting with great deeds and selflessness. His noble character has set a new threshold for us to carry out the purposes of our party and our army monument. During his tenure as the political commissar of the Xuanhan County People’s Armed Police Department, Comrade Xiao Zhaocan kept firmly in mind the party’s purpose and steadfastly practicing his cause. He enthusiastically cared about the suffering of the people and wholeheartedly led the people out of their poverty and prosperity and their true love of the people. After Xiao Zhaocan’s sacrifice, the decision of Xuanhan county party committee, county government, Dazhou municipal party committee, municipal government and military sub-district to learn from Comrade Xiao Zhaokan respectively was made. Sichuan’s military region decided to ratify him as a revolutionary martyr and reported to the military region to write down his meritorious deeds. At present, all the party and the whole army are conscientiously studying and implementing the directives of the Fourth Plenary Session of the 16th CPC Central Committee and the Central Military Commission.
