构建公诉工作质量与效率评估体系,体现了“强化法律监督,维护公平正义”是各级人民检察院公诉工作的首要价值目标。在厘定静态要素——公诉质量指标、公诉效率指标的基础上,进一步考察公诉质效评估体系的基本原则、管理决策理念、配套措施以及指标权数的运用,寻求为检察机关规范化、科学化管理夯实理论基础。
The construction of quality and efficiency evaluation system for public prosecutions reflects that “strengthening legal supervision and safeguarding fairness and justice” is the primary value goal of public prosecutions at all levels of people’s procuratorates. On the basis of determining the static elements of the public prosecutorial quality index and the public prosecutorial efficiency index, this paper further examines the basic principles of the public prosecutorial quality appraisal system, the management decision-making concept, the supporting measures and the use of the index weights to seek for the standardized and scientific management of procuratorial organs Consolidate the theoretical basis.
