机关办公区是机关工作最基本的硬件,是所辖区划的政治、经济、文化中枢,做好机关办公区的安全保卫工作显得尤为重要。而安全保卫重在预防,特别是对公共突发性事件的预防,是确保机关办公区安全有序的必要手段,预防、预警可以说是应对突发事件的基础和前提。从机关办公区的特殊性和重要性来说,应着重在以下方面抓好防范。一、健全管理体制《中华人民共和国突发事件应对法》第四条规定:国家建立统一领导、综合协调、分类管理、分级负责、属地管理为主的应急管理体制。在机关办公楼引入应急管理体制的首要条件是,领导者在思想上、意识上、观念上的高度重视,把预防办公区突发公共事件列入工作日程,设立专门的职能部
Organizing office area is the most basic hardware of government agencies. It is the political, economic and cultural center under the jurisdiction of zoning.
