世纪之交,技术创新被摆在我国科技事业发展的首要位置。 何谓技术创新,它“是指企业应用创新的知识和新技术、新工艺,采用新的生产方式和经营管理模式,提高产品质量,开发生产新的产品,提供新的服务,占据市场并实现市场价值”。简言之,就是创造出新技术、新产品、新工艺、新材料及其系统的科技成果,并在现实中得以实施应用取得效益。这里的“新”是具有相对意义的新,是对原有的技术、产品、工艺和材料而言的,只要有技术上的进步,便构成“新”的内涵。它不同于专利技术三要件中具有绝对意义的“新”。依靠自己的知识,研究开
