干部管理可以借助单一的弱利他主义对干部的行为进行解释、引导和规制。干部的行为可以理解为维护其所在的特性群体的利益的行为,并在这个过程中,通过对特性群体的认可,将群体利益内化。在这样的前提下,干部管理可以从对人的管理的重视,对行政伦理建设的加强,以及适当加强干部自主权等方面进行完善。
