三峡工程施工期的通航设施有明渠和临时船闸，２００２年明渠封堵后，由临时船闸单独承担通航任务，直至２００３年６月水库蓄水至１３５ｍ时为止。在这段时间，当流量大于１２０００ｍ３／ｓ时和封堵导流底孔及临时船闸通航孔、水库开始蓄水之后，过坝航运将中断，直到永久船闸投入运行时方能恢复。为此，需采取措施解决断航期过坝运输问题，翻坝转运是解决这一问题的措施之一。
The navigation facilities of the Three Gorges Project have open channels and temporary lock gates.
