大联勤体制下海军部队财务保障存在经费供应渠道不集中、经费供应与管理职能不统一、财务保障力量和任务不匹配等问题。完善财务保障关系应遵循党委统一领导后勤原则、后勤财务保障与作战指挥相一致原则、财务联勤接口就高不就低原则、联勤与分勤相结合原则、注重效率和效益兼顾原则。具体措施是,进一步调整财务保障关系,积极实行区域性财务保障,大力强化海军和舰队的财务管理职能,全面推进经费供应标准化建设。
