抗日战争结束不久,昆明学生在中国共产党的号召和领导下,奋起反抗国民党反动派的内战、独裁政策,掀起了震动全国的反内战争民主的爱国运动。作为当时云南省主席的卢汉是如何对待这次学生运动的?他在国民党反动派血腥镇压这次学生运动当中充当了什么角色?这是“一二·一”运动史的研究中需要给以回答的一个重要问题。还在“一二·一”运动初期,国民党中央调查统计局(简称“中统”)在一份情报中,对刚刚就任云南省主席的卢汉曾作了这样的分析和估计:
