提升城市韧性和气候适应能力的政策与实践是国内外城市与环境研究的新热点。我国正在推进气候适应型城市建设的试点工作,如何界定和评估不同城市的适应能力,是城市开展适应规划和决策的基础。作者以北京市为例,通过构建气候适应能力评价指标体系,分析了2010~2014年间16个区的城市适应能力。结果表明,北京各区在经济支撑能力、社会发展能力、自然资源禀赋、技术适应能力和风险治理能力上都表现出较为显著的不均衡性。研究发现综合适应能力与城市功能区分区较为一致,表明各区的功能定位对其发展和适应能力具有潜在影响。其中,核心城区由于发展基础较好,综合适应能力优势明显;发展新区面临基础设施薄弱、自然资源短缺和环境治理要求不断提高等压力,综合适应能力最低。气候适应型城市建设应体现城市政府的主导作用,通过前瞻性的适应规划,推进不同空间区域的协同发展,加强城市中心区与外围郊区的功能互补和协同治理,以此提升整个城市系统的综合适应能力和韧性。
The policy and practice of enhancing urban resilience and climate adaptability are new hot spots in urban and environmental studies at home and abroad. How to define and evaluate the adaptability of different cities is the basis for our city to adapt to the planning and decision-making. Taking Beijing as an example, the author analyzed the adaptive capacity of 16 districts from 2010 to 2014 by constructing an index system of climate adaptability evaluation. The results show that the districts in Beijing all show significant imbalances in their economic support, social development, natural resource endowments, technological adaptation and risk management capabilities. The study found that the comprehensive adaptability is more consistent with the urban functional zoning, indicating that the functional orientation of each district has a potential impact on its development and adaptability. Among them, the core urban areas have obvious advantages in terms of comprehensive adaptability due to their good development foundation. The development of new districts faces the lowest comprehensive adaptability due to the pressure of weak infrastructure, natural resource shortage and increasing requirements for environmental governance. Climate-adaptive city construction should embody the leading role of urban government. Through forward-looking adaptation planning, promote the coordinated development of different spatial regions and strengthen the functional complementarity and coordinated management of urban centers and outlying suburbs so as to enhance the comprehensiveness of the entire urban system Adaptability and toughness.
