我国实施小型农田水利建设以来,在各级党委、政府的高度关注和支持下,在各级水利、财政部门的共同努力下,小型农田水利试点工程建设管理各项工作稳步推进,小型农田水利建设取得可喜成绩,小型农田水利建设工作已经初见成效。然而,近年来,随着市场经济的不断推进与深入,受多方面因素影响,小型农田水利建设呈滑坡趋势,引起人民群众和相关部门的广泛关注。本文结合小型农田水利建设现状,指出小型农田水利建设实施中面临的难点问题,并提出相应改革措施,以供广大工作同仁借鉴参考。
