The central government initiated the previous round of revitalization of the Northeast strategy in 2003. According to statistics from the Northeast Development Department of the National Development and Reform Commission, the strategy for the revitalization of three old industrial bases in the three northeastern provinces was implemented over the past decade (2003-2012). The gross domestic product of the three provinces in Northeast China was higher than that in 2002. The 1.14 trillion yuan has more than quadrupled, with an average annual growth of 12.7%, while the national average growth rate was 10.7% over the same period. The last round of revitalization of the Northeast strategy has effectively promoted the rapid development of the three provinces in the northeast for ten years. In November 2016, the State Council issued the "About the Further Advancement and Implementation of a New Round of Northeast Revitalization Strategy to Accelerate the Promotion
