在堤身两侧工程保护范围内随意打井,直接影响大堤的防洪安全,这是《水法》和《河道管理条例》明令禁止的。在淮河两岸千里长堤上,有些堤段群众近堤或上堤居住,加之管理工作不到位,一些群众在护堤地范围内随意打井取水,破坏砂基覆盖层,常常造成汛期出险,影响大堤安全度汛。特别是阜南县蒙洼圈堤手压井出险问题表现得尤其突出,值得分析研究,探讨对策。
