随着电器电子产品用量的增加及产品周期的缩短,废弃电器电子产品大量产生,成为全球关注的焦点。美国、德国、日本、荷兰、瑞士等结合本国国情建立了不同的废弃电器电子产品处理基金模式。我国2009年颁布的《废弃电器电子产品回收处理管理条例》明确规定国家建立废弃电器电子产品处理基金,用于废弃电器电子产品回收处理费用的补贴。2012年,我国废弃电子产品处理基金正式成立,应当借鉴国外立法经验,结合我国国情,进一步完善基金的征收、使用与监管。
With the increase in the amount of electrical and electronic products and the shortening of the product cycle, a large number of waste electrical and electronic products have emerged as the focus of global attention. The United States, Germany, Japan, the Netherlands, Switzerland and other countries to establish their own national conditions of different waste electrical and electronic products processing fund model. China promulgated in 2009, “Waste Electrical and Electronic Equipment Recycling Management Regulations” clearly provides for the establishment of the state to dispose of waste electrical and electronic products processing fund for the disposal of waste electrical and electronic products recycling subsidies. In 2012, China’s disposal of electronic waste disposal products was formally established. We should learn from the experience of other countries in the legislation and further improve the collection, use and supervision of the funds in light of China’s national conditions.
