要管理好干部队伍,就必须建立起对干部权力进行有效监督制约的机制。但由于种种原因,目前在对干部权力监督问题上,仍然存在一些薄弱环节。一是明哲保身,监督意识淡漠。一些党员和干部对党内监督缺乏足够的认识,存在不愿、不敢监督及自我监督意识淡漠,甚至不接受监督的问题。有的抱着只要不损害自己利益就行的态度,对正义的不支持,对歪风邪气不反对,只求自己安宁而不愿监督;有的对一些不法现象心存气愤,但因为怕报复或怕别人说出风头而不敢监督;有的认为加强自我制约是自己为自己找麻烦,因而行动不积极;有的一听到“监督”就反感,认为是对自己不信任。
