1998年底,浙江温岭市政府组织财政,审计等部门对乡镇财政赤字状况开展了一次全面的调查,统计出了一组令人十分担忧的数字:全市34个乡镇中有26个为赤字乡镇,赤字总额17986万元。为此,温岭市人大、政府认真分析了赤字造成的原因和危害,作出了《关于解决乡镇财政赤字问题的审议意见》,并制订了消化赤字的政策措施。经过一年的努力,1999年底,同样是这个调查小组,核实出了一组令人欣慰的数字:全市34个乡镇有33个实现了当年收支平衡,其中25个赤字 At the end of 1998, the government of Wenling, Zhejiang organized finance, auditing and other departments to conduct a comprehensive survey on the state of the township fiscal deficit.
