孙中山熟悉西方民主制度,民初将委员会纳入了党政组织结构。但鉴于历史教训以及保证个人主导党政的权威,他反对领导体制采用委员制。孙中山决定以俄为师后,改弦更张,在国民党制度顶层设计中采纳了民主集中制的委员会,但其仍有局限性。自“新制”(即所谓“纯然的委员制”)在国民党中央确立后,党政军各级各类委员会大量设立。
Sun Yat-sen is familiar with the western democratic system and joined the committee in the organizational structure of the party and government in early Republican China. However, in view of the historical lesson and his personal authority over the party and government, he opposed the introduction of a committee system in the leadership system. After Sun Yat-sen decided to use Russia as his teacher, he changed his course and adopted a committee of democratic centralism in the top-level design of the Kuomintang system, but it still has its limitations. Since the establishment of the “new system” (the so-called “stark commission system”) at the KMT Central Committee, various committees at all levels of the party, government and military forces have been established in large numbers.
