人民监督员制度是检察机关的接受外部监督的重要举措。为进一步完善人民监督员制度,应对该制度实效性的制约因素进行系统分析。强化人民监督员制度的实效性可考虑从完善任职条件、规范监督程序、加强监督意见的效力以及借鉴域外司法制度等方面入手。
The system of people’s supervisors is an important measure for procuratorial organs to accept external supervision. In order to further improve the system of people’s supervisors, we should systematically analyze the constraints of the effectiveness of the system. The effectiveness of strengthening the system of people’s supervisors may be considered in terms of improving the conditions of appointment, regulating the supervision procedures, strengthening the effectiveness of supervision opinions, and drawing on the judicial system outside the region.
