松江三医联动改革试点另一受到广泛关注之处是,医保也被纳入,与医药联动,进行改革。医保被认为是医疗卫生改革中至关重要的一支力量,用上海交通大学公共卫生学院鲍勇教授的话说就是,“医保是指挥棒。”尤其在上海,医保覆盖率相当高,其动作对改革试点确实有举足轻重的影响。但是由于种种原因,一直以来卫生改革都是卫生部门单兵突进,缺乏医保方面的支持。而此次松江改革试点中,卫生部门与医保部门终于联动,可以说是突破性的开始。

In this pilot reform of Songjiang, the linkage between the health department and the medical insurance department finally became a groundbreaking start.
