任何事物总是与一定的环境相联系而产生、存在和发展的。我国的卫生机构肩负着为人民健康和社会主义建设服务的神圣职责,其管理产生于我国的国情和社会经济发展的需要,包括机构的设置、资源的配置以及事业单位内部管理等等,管理的目的是使卫生事业更好地完成服务任务。卫生事业管理如果不能适应周围的环境,也就不能生存。环境的变化可能会给管理带来困难,也会带来机遇,充分了解、适应环境,并合理利用环境,抓住机遇,则会使事业产生新的活力,配之以相应的科学管理,则会不断加快卫生事业的发展。
Everything is always connected with a certain environment to produce, exist and develop. China’s health institutions are responsible for the sacred duty of serving the people’s health and socialist construction. Their management results from the national conditions of our country and the needs of social and economic development, including the establishment of institutions, the allocation of resources, and the internal management of institutions, and so on. The purpose is to enable the health service to better complete its service tasks. Health management cannot survive without adapting to the surrounding environment. Changes in the environment may bring difficulties to management, as well as opportunities. Understanding and adapting to the environment, using the environment rationally, and seizing the opportunities will create new vigor in the business and be matched with corresponding scientific management. It will continue to accelerate the development of health services.
