The planned design floods are very important preliminary work in basin planning, especially in the Huaihe River basin where floods are frequent and serious. In the past 35 years, a large number of achievements in design floods have provided scientific basis for the governance planning of the Huaihe River Basin, the emergency measures for studying extra-large floods and the determination of Hongze Lake and other giant reservoirs. Thus, they have played their due role. I. Development of design flood calculation The calculation of design flood in planning of Huaihe River Basin has gone through roughly three phases: In the first phase, from 1950 to 1954, the actual annual method of design flood was adopted, that is, the actual flood occurred in a certain year was taken as the design basis.
