受副热带高压和切变线以及低涡的共同影响,造成今年7月3日8时至4日8时沙澧河上游的大暴雨和局部特大暴雨,沙颍河干流出现了1982年以来的最大洪水。在防御这次大洪水的过程中,省防办做了精心组织,合理调度,充分发挥了现有水利工程的削减洪峰、蓄滞洪水的功能,根据降雨和河道水情及时修正调度方案,把洪水损失减少到了最小限度,确保了大中型水库、沙澧河堤防、漯河市、周口市、京广铁路和人民生命财产的安全。但是,在这个过程中也暴露出了一些问题值得我们进行更进一步探讨,以使我们今后做得更好。例如,由于6月25日的降雨,使昭平台水库超蓄了大量的洪水而没有及时排泄、腾出库
