在培养、发展社会主义市场经济过程中,人们对人才的作用越来越多地给予注视,“人是最宝贵的财富”、“以人为中心”成了生产经营者的口头禅。 一,人力资源及其在企业中的作用 我们在对上海市交通系统企业进行调查时,看到人才环境对巩固职工队伍极其重要。有些企业在经济效益不好时人才流失严重,一旦经济好转人才流失少一些,但过不久又重蹈覆辙;有的企业效益不错,工资时有增长,但人才流失一浪高过一浪;有的企业效益好时人心稳定,效益差时齐心奋斗扭转局面,始终没有大量人才流失。究其原因,是人才环境关系,有的是放松了思想教育,舆论软弱,好坏不分,良莠不辨,干多干少一个样,干与不干一个样,工作松散,小道消息泛滥,学习无人关心,虚度时光极为普遍;有的是人际关系不睦,又无人关心,心情压抑,难以安心;有的是有钱多发以安人心,但缺乏有针对性的思想工作,职工多拿心安理得,“应该如此”,少拿则多有怨言,总之“企业欠他的多”、“给他的少”,一切向钱看,外因一旦引诱就想溜之大吉;有的是过多照顾高超人才,给下面关照少了,一旦他们掌握了技术,“翅膀硬了就飞”,对企业毫无感情;有的是企业家大业大,管理欠精,忙闲不均,不能人尽其才,更谈不上培养人才,上进心强的自然感到窝才,想另觅他途。 因此,特别需要研究?
