当推行结构性减税政策的时候,我几乎听不到反对之声。可见在结构性减税在广泛程度上获得大家的认同,甚至有人主张不仅要提结构性减税,而且要提全面减税、大规模减税。这是在当前宏观经济政策布局上一个值得我们特别关注的现象。不大认同全面减税对于这样一种落到实处的措施,其实解释两个问题就足够了。第一个是规模,究竟要减多少税。
