近几年来,我采油厂在各基层队实行全面质量管理,职工质量意识不断增强,初步实现了由传统管理到科学管理的转变,在完成生产任务、提高经济效益方面收到了一定的效果。但也必须看到,基层队的质量管理工作在取得一定发展的同时,也产生了偏重资料整理、应付各种检查并做了一些“虚功”等问题。上述问题的产生,很重要的一条原因就是质量管理没有同基层队生产实际有机地结合起来,缺乏一个充满活力、适合基层队特点的质量管理机制。从而使质量管理方法的科学性、有效性没有很好地发挥出来。因此,笔者认为,要搞
In recent years, the oil refinery has implemented total quality management in all grassroots units and its staff quality awareness has been continuously enhanced. The transformation from traditional management to scientific management has been initially achieved, and some accomplishments have been achieved in accomplishing production tasks and improving economic efficiency. However, we must also see that while the quality management work of the grassroots teams has made some progress, it also has the problems of focusing on data collation, coping with various inspections and doing some “virtual work”. One of the most important reasons for the above problems is that quality management is not combined with the actual production of grassroots teams and there is no quality management mechanism that is full of vitality and suitable for the characteristics of grassroots teams.
