德国经济之所以能在二战废墟基础上迅速恢复并创造“德国奇迹”,其中个重要条件,是位于德国西北部的鲁尔工业区乃至北威州,在承续20世纪初叶已奠定的雄厚工业基础上,成为德国煤炭生产、煤化工、能源电力、冶金、机械制造等重化工业部门的一个最集中的地区。在上世纪整个50年代,这一老工业基地曾扮演着德国经济迅速恢复和高速增长的“发动机”的角色。
