由于二元经济社会结构的长期存在,当前我国社会养老保障城乡差距明显,为实现基本公共服务均等化的目标,需要从制度和财政等多方面构建农村社会养老保障体系。本文基于基本公共服务均等化视角,从农村养老保障不均等的现状出发,就阻碍农村养老保障均等化的深层原因,从制度、财政、供给、管理的层面提出相应建议。 Due to the long-term existence of dual economic and social structure, the current gap between urban and rural areas in China’s social security for the elderly is obvious. To achieve the goal of equalization of basic public services, it is necessary to construct the rural social old-age security system from the aspects of system and finance. Based on the perspective of equalization of basic public services, starting from the current status of unequal pension security in rural areas, this paper puts forward some suggestions on the underlying causes that hinder the equalization of old-age security in rural areas from the aspects of system, finance, supply and management.
